- Luxembourg, a trilingual country, is the smallest European country. The official opening of the festivities took place in mid-January 1995 with a programme open to all cultures. The European Capital of Culture is a city designated by the European Union for a period of one year during which a programme of cultural events is organised. The idea for this award was conceived in 1985 by the actress and now Minister of Culture in Greece, Melina Mercouri, and Jack Lang, the French Minister of Culture.
